This workshop adopts a research-oriented, collaborative approach to explore how Internet connectivity in underserved schools can be measured using accessible, transparent, and policy-relevant indicators, drawing on various initiatives.

Access to high-quality, reliable Internet is a prerequisite for meaningful participation in education, especially in an increasingly digital world. Yet many schools in rural and underserved areas remain unconnected or have poor connectivity. This connectivity gap not only limits access to digital learning tools but also hampers broader social and economic development.
This workshop is expected to serve as a starting point for strengthening evidence-based discussions on school Internet connectivity in Indonesia. By focusing on underserved schools, the activity contributes to broader efforts to promote inclusive, resilient, and measurable Internet development in the region.
The expected outputs of this workshop will include:
- Improved understanding of Internet connectivity measurement for underserved schools.
- A concise summary of key challenges, indicators, and data needs.
- Initial ideas or recommendations for future research, policy dialogue, or collaborative initiatives.
This workshop is open to:
- Researchers and academics
- ICT and education practitioners
- Relevant government and non-government stakeholders.

In this session, participants will break out into four groups to develop research proposals for the problem statements.

The groups will have 3 minutes to present their proposals, followed by 5 minutes of questions. We will then work together to form an agreed approach to conducting the research.
