Internet resilience is a core focus of Internet Society Pulse. Since 2021, we’ve maintained the Pulse Internet Resilience Index (IRI), which aggregates 30 different metrics to allow countries to evaluate their overall Internet resilience and how they compare to others.
The IRI provides decision-makers with a holistic overview of more than 170 countries’ Internet resilience and allows them to identify where a country is performing well and where it needs improvement. This oversight can help guide country-level strategies to develop the Internet further.
Recently, we updated the IRI to include 10 new countries, including many in the Pacific. To achieve this, we used different data imputation techniques to increase the coverage of our index —see our methodology document.
We’re also working on a new feature that will allow you to track the progression of each metric and overall resilience score for each country from 2019. This feature is handy for seeing the immediate impact of infrastructure development or specific intervention policies in a given country. For example, deploying an IXP would increase the peering coverage score and strengthen a country’s infrastructure pillar.
Below is a temporary dashboard to navigate the historical IRI while we implement the feature on Pulse. Users can also access the historical data up to Q4 2023 via the Pulse API.

We want to hear from you as we continue to improve the IRI and Pulse website. Are there specific measurements you’d like the IRI or Pulse to have in the future? Are aspects of the current IRI hard to understand?
Please help us improve by sharing your feedback.
