Algeria has a long history of Internet shutdowns. The Internet is routinely disrupted during national school exams in an effort to combat cheating. And, on several occasions over the last few years, the Internet has been shut down during protests and during elections.
For a fifth – and presumably final – day, the Algerian government is shutting down the Internet for the entire country during school exams, following the pattern of the last few days. Data from Cloudflare Radar and IODA show that Algeria appears to be following a similar pattern to last year, with a longer outage in the morning and then a second outage in the afternoon. As we noted in our post about exam-related shutdowns in 2024, these Baccalaureate exams go from 9-13 June 2024. We have seen daily shutdowns on each of the days, and today is supposed to be the final day.

Several estimates pin the economic loss during the shutdown at 15-50 billion dinars (USD 110 – 388 million). Algerian consumer have called on the government to find other ways to secure school exams, with some saying mobile phone scramblers installed at examination centers could suffice.
The country’s main network operator, state-run Algérie Télécom, restricted Internet access in several areas, including Tizi Ouzou, Bouira, Setif, Jijel, and parts of the capital Algiers, amidst public demonstrations against the influence of army leaders in the civic space. No announcements or statements were issued by authorities about the shutdown.
Independent news websites Tout Sur l’Algérie and Algérie Part have been widely inaccessible within Algeria since June 12, according to local journalists and news reports. The apparently targeted disruption took place amid anti-government protests that have been ongoing for nearly four months, and began shortly before several social media services were blocked in a shutdown that local news reports said coincided with high school exams on June 16.
The shutdown disrupted the operations of local businesses, including transport firms and several banks, with entrepreneurs lamenting the inconvenience it had caused.
