While the Internet has been available in Cuba for several years, access is controlled by the government, which blocks access to certain websites and requires permits for connections to private homes or businesses. The high cost of fixed line access was prohibitive for most citizens until 2018, when relatively affordable mobile Internet plans became available, opening up access – albeit censored – to millions of people.

La coupure dans le Tigré, qui compte environ 6 millions d'habitants, a entravé l'acheminement de l'aide, coupé les contacts avec les proches, dévasté l'économie locale et empêché les journalistes d'attirer l'attention du monde entier sur la situation critique de la région. Un nouveau rapport de Top10VPN, une société londonienne d'évaluation de VPN qui évalue la confidentialité, la sécurité et la liberté sur Internet, estime que les entreprises locales ont perdu 145,8 millions de dollars rien qu'en 2021 à cause de la coupure d'électricité dans le Tigré. Par ailleurs, l'Organisation mondiale de la santé a été citée comme ayant dû se résoudre à communiquer par le biais de rapports sur papier qui devaient être remis en main propre. Les restrictions d'accès à l'internet ont également exacerbé la propagation de la désinformation pendant le conflit, les gens ayant du mal à obtenir des informations sur ce qui se passait sur le terrain, ce qui a alimenté les spéculations et les mensonges.
