Sistan and Baluchestan
On February 22, 2021, Iranian security forces allegedly used excessive force in Saravan, Sistan and Baluchistan province, killing at least 10 people and injuring 5 during a confrontation over a blocked border road used for fuel transport to Pakistan. Iranian authorities claimed only 2-3 deaths, blaming the incident on cross-border fire from Pakistan. Following the violence, mobile internet services were shut down in Saravan, Zahedan, and other parts of the province starting February 25, disrupting communication for days and affecting over 95% of local internet users, who rely on mobile networks. The shutdown coincided with protests and was widely seen as an attempt to suppress information and limit public mobilization. Human Rights Watch condemned the incident, citing violations of international human rights law, including the rights to life, freedom of expression, and peaceful assembly. The organization called for a transparent investigation and an end to indiscriminate internet restrictions in Iran.
