While the primary blackout was centered in Indian-administered Kashmir, the AJK region experienced connectivity issues driven by massive public demonstrations in cities like Muzaffarabad and heightened military tensions along the Line of Control (LoC).
Technical instabilities in border districts were attributed to cross-border shelling during active military engagements. This incident highlights how political conflict and border escalations can trigger "spillover" connectivity failures in neighboring territories, even in the absence of a formal state-mandated shutdown order.
