État de Manipur
Le 28 avril, la section 144 a été appliquée et les services Internet ont été suspendus pendant cinq jours à Churachandpur, en Inde. Après l'éruption de violences dans l'État de Manipur, au nord-est de l'Inde, le 3 mai, le gouvernement indien a déployé l'armée et ordonné la fermeture d'Internet dans huit districts. Le gouvernement indien a prolongé à plusieurs reprises la fermeture d'Internet. Le 25 juillet, le gouvernement indien a partiellement levé la fermeture en indiquant que les connexions fixes à large bande pourraient être rétablies si elles respectaient des exigences strictes concernant les adresses IP statiques pour le suivi, le blocage des VPN, etc. L'accès à l'internet mobile reste bloqué. Le 23 septembre, le ministre en chef de Manipur a annoncé que les services Internet seraient rétablis à partir de ce jour, comme l'a rapporté India Today.

Sudan has experienced multiple Internet interruptions as fighting between the army and paramilitary forces intensified in Khartoom and beyond. According to Reuters, Sudanese provider MTN was ordered to shutdown the Internet on 16 April but connectivity was restored shortly after. After several days of disruptions, the country was completely disconnected from the global Internet by 23 April 2023. Because much of Chad's upstream connectivity is provided by Sudatel through SudaChad, Chad is also experiencing Internet disruption as a knock on effect.
