National shutdown
Cloudflare has seen a significant drop in Internet traffic in Sudan between 13:45 and 17:15 local time. This drop corresponds with information shared by the local Internet Service Provider, MTN Sudan, that it will suspend its services during this time in accordance with government directives.
Local impact
Sudan has experienced exam-related Internet shutdowns since 2020.
This reasoning for Internet shutdowns has become the main cause we have tracked globally since 2023.

While the government has not yet made a public announcement, MTN Sudan posted the update below [see screenshot] which translates to: "We would like to inform you that, in accordance with the directives of the Cabinet, the internet service will be temporarily suspended during the Sudanese Certificate Examinations, daily (except Fridays) from 1:45 pm to 5:15 pm Sudan time, starting from Monday, April 13 until the end of the examination period, except banking services."

Cloudflare data shows a drop in its traffic from 13:45 to 17:15 local time.
When we examine the affected networks, we can see that all traffic from local ISPs has dropped, but traffic to SpaceX Starlink is still continuing.
According to the Pulse Country Report for Sudan, Starlink is currently the second-largest ISP in Sudan by market share.
