Local Internet monitoring group VE sin Filtro has reported that access to Instagram, Periscope, Twitter and YouTube was blocked by state-owned Internet service provider CANTV on May 5.
The interruption is the latest in a series of intermittent Internet access blocks imposed by the government since January this year as it tries to contain protests led by the opposition.
OONI data collected from CANTV (AS8048) in Venezuela shows signs of blocking for Periscope, Instagram, Twitter, and YouTube on May 5, as illustrated through the following charts.

Chart: OONI Probe testing of Periscope (www.pscp.tv) in Venezuela between May 4 to 8 (source: OONI MAT).

Chart: OONI Probe testing of Instagram in Venezuela between May 4 to 8 (source: OONI MAT).

Chart: OONI Probe testing of Twitter in Venezuela between May 4 to 8 (source: OONI MAT).

Chart: OONI Probe testing of YouTube in Venezuela between May 4 to 8 (source: OONI MAT).
All of the above charts aggregate OONI measurement coverage from multiple networks in Venezuela between May 4 to 8. What is evident is that we observe the presence of anomalies for all 4 services on the May 5, all of which only occurred on CANTV (AS8048). The timing of the anomalies is consistent with Venezuela Inteligente’s report on the blocks, while the raw data suggests SNI-based filtering.
