On July 5, 2019, mobile internet services were suspended in the Shopian district of South Kashmir following a gunfight between security forces and militants in the Narwani area. The shutdown was triggered immediately after a joint team from the Army’s 44RR and the Special Operations Group (SOG) initiated a cordon and search operation (CASO) that led to an exchange of fire.
Authorities implemented the blackout as a tactical protocol to prevent the dissemination of operational details and to curb the mobilization of local crowds during the firefight. This incident highlights the systematic use of localized digital disruptions in Jammu and Kashmir to manage information flow and public order during active military engagements in the region.
