Between February 11 and February 13, 2020, the Home Department of Jammu and Kashmir issued two consecutive directives, Government Order No. 11(TSTS) of 2020 and Order No. 12(TSTS) of 2020, to manage connectivity during a period of heightened security concerns. While Order No. 11 maintained the 2G throttling starting at 08:00 local time on February 11, Order No. 12 was issued just 48 hours later with a retroactive effect from February 12 to ensure no legal gap existed in the enforcement of digital restrictions.
