Local Internet monitoring groups in Belarus observed that a number of Internet protocols, including TLS, were filtered from 01:23 to 03:00 a.m. local time on June 19, in what was assumed to be a test launch of deep packet inspection technology on the equipment of the National Traffic Exchange Center (NTEC) and state-owned telecom operator Beltelcom. Some users reported that messaging platforms such as Viber and Telegram stopped working, as did the VPN tunnels of several state and commercial providers. The DPI technology used appeared to have been procured in a $2.5M tender by NTEC in 2018.
