We’ve updated the Internet Resilience Index with corrected data. This is after we fixed a bug that corrected how we were importing affordability data from the ITU. We also fixed a bug that that affected the regional and sub-regional averages in the Internet Resilience Index (IRI).

Refreshed data for Internet Resilience Index
We update the data for the Internet Resilience Index (IRI) regularly, and the latest update is based on data from Q4 2025. The latest update includes refreshed Affordability data for 2025 resulting in changes to the scores for Affordability, Market Structure, Market Readiness and overall Resilience scores and regional averages.
Bug Fixes
Data in the Country Reports and Internet Resilience Index is now corrected
Pulse uses data from the ITU as an indicator of Internet affordability. Specifically we use the “Mobile broadband data and voice low-consumption basket total (70 min, 20 SMS, 1 GB)” indicator. This data is available from the ITU with 3 different units and when processing data for 2025 we failed to use the correct unit (% GNI per capita). This resulted in the 2025 data for ‘Average Internet cost’ in our Country Reports, and the data for the Affordability indicator in the Market Readiness pillar of the Internet Resilience Index being incorrect. We’ve fixed this now—thanks to everyone who reports bugs to us!
Regional and sub-regional IRI averages now show current data
We've been updating how we sync data between our backend data processing and the website so that in future we can show more detailed information about how fresh data is (and when it last changed). Unfortunately this temporarily broke the syncing of regional and sub-regional averages for March for all datapoints where we show this data and they were still showing the February values in March. We have fixed the sync so that all those values are now up to date.
