The Pulse team is seeking short-term Research Consultants to work remotely on the following projects:

Economics of Peering

We seek a Research Consultant (Economist) to join our team for a 6-month research project. The consultant will develop an econometric model to estimate the economic benefits of exchanging traffic locally for the participating networks and the local Internet ecosystem.

Key Responsibilities:

  • Develop an econometric model to analyze the economics of peering and interconnection.
  • Investigate cost dynamics and financial implications of various peering and interconnection arrangements.
  • Collect and analyze relevant data to provide insights into local traffic exchange and its economic benefits.
  • Work closely with stakeholders involved in Internet infrastructure development to gather inputs and validate findings.
  • Produce a comprehensive report detailing the research findings, methodologies, and recommendations for stakeholders.

Qualifications:

  • Advanced degree (Master’s or Ph.D.) in Economics, Econometrics, or a related field.
  • Proven experience in econometric modeling and data analysis.
  • Strong understanding of the Internet infrastructure, peering, and interconnection concepts.
  • Excellent analytical and problem-solving skills.
  • Ability to work independently and manage time effectively.
  • Strong written and verbal communication skills, with the ability to present complex findings clearly.

Internet Infrastructure and Peering Review, Kazakhstan

We seek a Research Consultant (Internet Measurement) to join our team for a three-month research project. The consultant will analyze Kazakhstan’s Internet from a technical perspective, examining the underlying infrastructure, the routing and DNS ecosystem, and the peering and interconnection landscape to highlight any operational inefficiencies.

Key Responsibilities:

  • Understand Kazakhstan’s connectivity landscape (upstream provisioning, dependency on neighboring countries and so forth).
  • Understand/Uncover censorship practices in Kazakhstan.
  • Provide a report on the state of Internet resilience in Kazakhstan and Central Asia.

Qualifications:

  • At least an MSc in Computer Science with research experience demonstrated through publications.
  • Proven experience with analyzing BGP data from RIPE RIS or RouteViews.
  • Strong understanding of networking and Internet protocols (TCP/IP, DNS, BGP, HTTP, and so forth).
  • Extensive experience with Internet measurement platforms.
  • Python programming.
